The North Dakota Emergency Measures Initiative, also known as Amendment to Section 67, was on the November , 5 1918 ballot in North Dakota as an initiated constitutional amendment, where it was approved.[1] The measure established that all measures passed by the legislature take effect on July 1 after the end of the regular session. It also included an emergency allowance stating that if two-thirds of both houses of the North Dakota Legislative Assembly vote to declare it an emergency measure and the governor approves it, the measure can be enacted immediately.[2]
