The North Dakota Effective Date of Legislation Referendum, also known as Measure 1, was on the November 6, 1990 ballot in North Dakota as a legislatively-referred constitutional amendment, where it was defeated.[1] The measure would have provided that all legislation, except appropriation and tax measures, would be effective on August 1 after filing with the Secretary of State or 90 after filing if filed on or after August 1 and before January 1 of the following year. The effective date for appropriation and tax measures would have remained July 1.[2]
