The North Dakota Junior College Control Initiative, also known as Measure 4, was on the November 6, 1984 ballot in North Dakota as an initiated state statute, where it was defeated.[1][2] The measure would have required the State Board of Higher Education to give up control and financial responsibility over Bismarck Junior College, Lake Region Community College at Devils Lake and the University of North Dakota-Williston Center.[3]
