BISMARK, North Dakota: Just like citizen initiatives, legislators are already filing proposals for the 2012 statewide ballot. A total of three proposals have been filed that call for amending the state constitution but tackle an array of topics. Education, taxes and health care are included.

According to the North Dakota Constitution an amendment proposed by either the House or the Senate require only majority approval.

In 2010 voters cast their ballots on only two measures; one of which was a legislatively referred measure.

Potential legislative referrals include:

Type Title Subject Description
LRCA Education Reserve Fund Amendment Education Would reserve earnings from the state's "foundation aid stabilization fund" for annual scholarships
LRCA Poll Tax Amendment Admin of gov't Would revoke the authority for the poll tax and remove the offensive language
LRCA Healthcare Amendment Healthcare Would allow residents to choose their health care insurance plans
