Ohio Referred Issue 3 was on the November 4, 1913 ballot in Ohio as a legislatively-referred constitutional amendment, where it was defeated.

If Issue 3 had been approved, it would have exempted the income from bonds (from State of Ohio and from Ohio cities, villages, hamlets, townships, road districts, and school districts) from taxation by amending Section 13 of Article XII of the Ohio Constitution.
