Oklahoma State Question 681 was on the November 3, 1998 ballot in Oklahoma as a legislatively-referred constitutional amendment, where it was approved.

It passed with 490,596 voters supporting the initiative, and 306,734 voters in opposition.

Ballot question

The official summary of the ballot question said:

"This measure proposes to amend the constitution by authorizing the governing bodies and employees at institutions with an Oklahoma State System of Higher Education to have an ownership interest in a business entity if the interest is acquired as a result of research or development of a technology involving the authorized use of public properties at the institution."
