The Oregon Bear and Cougar Hunting Initiative, also known as Initiatives 24 and 25, did not appear on the November 2, 2010 ballot in Oregon as an initiated state statute. The measure was proposed by chief petitioners Bill Sizemore and Tim Trickey. The purpose of the initiative was to "permit the use of dogs and bait to hunt cougars and black bears where overpopulated, or where state game managers foresee looming overpopulation".

As of July 2, the state's petition drive deadline, no signatures were submitted in an effort to qualify the measure for the ballot.

The official ballot title of Initiatives 24 and 25 was:^[1]

Overrides 1994 initiative and permits use of dogs and bait to hunt cougars and bears.

Result of "Yes" Vote: "Yes" vote overrides 1994 initiative and permits use of dogs and bait to hunt cougars and bears where "overpopulation" exists or where "looming overpopulation" foreseen.

Result of "No" Vote: "No" vote retains existing prohibition against use of dogs to hunt cougars and bears, and bait to hunt bears, put in place by 1994 initiative.

Summary: As the result of a 1994 initiative, current law prohibits the use of dogs to hunt or pursue cougars and bears and the use of bait to attract or take bears. Exceptions include use by government employees and their agents, when acting in their official capacities, and by other persons if cougars or bears cause damage, public health risk, or public nuisance. Measure overrides the 1994 initiative and permits the use of dogs and bait to hunt cougars and bears in areas where cougars or bears are "overpopulated" (undefined), or where state game managers foresee "looming overpopulation" (undefined). Also allows use of dogs to pursue and tree cougars, even if harvesting not allowed or necessary, to instill/maintain desire to avoid human contact. Other provisions.

Initiative petitions for statutes required six percent of 1,379,475, or 82,769 signatures. The deadline for filing signatures for the November 2, 2010 ballot was July 2, 2010. As of July 2 no signatures were submitted in an effort to qualify the measure for the ballot.
