The Oregon Home Rule for Metropolitan Service Districts Amendment, also known as Measure 1, was on the November 6, 1990 ballot in Oregon as a legislatively-referred constitutional amendment, where it was approved. The measure granted metropolitan service districts the right to self-governance over metropolitan matters by forming home rule district charters.[1]
