An Oregon Personhood Amendment (temporarily titled as Initiative 30) did not appear on the November 2, 2010 ballot in Oregon as an initiated constitutional amendment. According to the secretary of state, supporters did not file signatures in an attempt to qualify the measure for the 2010 ballot.
Ballot title
The certified ballot title for Initiative 30 was:[1]
Result of "Yes" Vote: "Yes" vote amends constitution, recognizes a right to life belonging to certain human beings, beginning at fertilization; prohibits all abortion and certain birth control methods.
Result of "No" Vote: "No" vote retains current constitutional rights, including right to abortion, birth control; fertilized egg, embryo, fetus do not have full legal rights of a person.
Summary: Amends constitution. Under the United States Constitution, human fertilized eggs, embryos, and fetuses do not have the full legal rights of a person; abortion is permitted before a fetus becomes viable, and afterward if the woman's life or health is endangered. Under Oregon Constitution, no right is designated as superior to the others. Measure recognizes a constitutional right to life of every "innocent" (undefined) human being, superior to all other rights. Measure guarantees right to life to all human beings, embryos, and fetuses, beginning at fertilization. Measure prohibits abortion (without exception for woman's health, safety), certain birth control methods; restricts withdrawal of life support, stem cell research. Right applies regardless of age, race, gender, health, "function" (undefined), or "condition of dependency."

According to the secretary of state, supporters did not file signatures in an attempt to qualify the measure for the 2010 ballot. Petitions for an initiated constitutional amendment required eight percent of 1,379,475, or 110,358 signatures. The deadline for filing signatures for the November 2, 2010 ballot was July 2, 2010.
