The Oregon Vehicle Classes to Proportionately Share Highway Costs Amendment, also known as Measure 76, was on the November 2, 1999 ballot in Oregon as a legislatively-referred constitutional amendment, where it was approved. The measure required light and heavy vehicles to proportionately share highway costs through vehicle fees and a fuel tax.[1]

[3] Supporters agreed that the measure would make sure all motorists, even those from out of state pay their fair share of taxes.

Fair Funding for Better Roads said, "without the measure, heavy out-of-state trucks could pay less than their fair share of the cost of damage they do to Oregon highways."
