This measure sought to increase the current school levy by a rate of $1.75 per $1,000 of assessed property value for a further five years in order to continue to pay for sinking fund, construction and repair costs in the school district.[5]

The question on the ballot:
| Shall the limitation on the amount of taxes which may be assessed against all property in Ovid-Elsie Area Schools, Clinton, Shiawassee, Saginaw and Gratiot Counties, Michigan, be increased by and the board of education be authorized to levy not to exceed 1.75 mills ($1.75 on each $1,000 of taxable valuation) for a period of 5 years, 2012 to 2016, inclusive, to create a sinking fund for the purchase of real estate for sites for, and the construction or repair of, school buildings and all other purposes authorized by law; the estimate of the revenue the school district will collect if the millage is approved and levied in 2012 is approximately $2,339,842? |
