SHALL THE CHARTER OF THE TOWN OF PALM BEACH SHORES BE AMENDED TO ADD A NEW PROVISION THAT WOULD PROHIBIT THE TOWN FROM SELLING, LEASING FOR MORE THAN A TWO YEAR PERIOD OF TIME, OR OTHERWISE DIVESTING ITSELF OF TOWN OWNED REAL PROPERTY WITHOUT PRIOR VOTER APPROVAL BY REFERENDUM?
