The question on the ballot:

WITHOUT INCREASING TAXES SHALL PARK FOREST WATER DISTRICT DEBT BE INCREASED BY NO MORE THAN $375,000 WITH A TOTAL REPAYMENT COST NOT TO EXCEED $450,000 UPON SUCH TERMS AND CONDITIONS AS THE DISTRICT'S BOARD OF DIRECTORS MAY DETERMINE, FOR THE PURPOSE OF FUNDING REPAIRS OF EXISTING WELLS, AND IMPROVING THE PERFORMANCE AND RELIABILITY OF THE DISTRIBUTION SYSTEM AND SHALL SUCH DEBT BE PAYABLE FROM ALL OR A PORTION OF THE REAL PROPERTY TAXES CURRENTLY COLLECTED BY THE DISTRICT?[3]
