Miller was a member of the Warren Township School Board from 1974 to 1982. She served in the Indiana State House of Representatives from 1982 to 1983. She was also a delegate at the Republican National Convention in 1984 and 1996.
Miller earned her RN from Methodist Hospital School of Nursing in 1957. She went on to receive her BS from Indiana University in 1960, and is a Registered Nurse. She has been Executive Director for The Confessing Movement within the United Methodist Church since 1997.

Miller won re-election in the 2012 election for Indiana State Senate District 32. Miller ran unopposed in the May 8 Republican primary and defeated John Barnes (D) in the general election which took place on November 6, 2012. [1][2]
