On June 7, 2010, Bell lost his battle with cancer. He is survived by his wife and two children.
Bell was a Coordinator for Drug Abuse Resistance Education, Lieutenant in the Newton Police Department, and a Sunday School Teacher.
He was a member of the Children and Family Services Board, First Lutheran Church, Iowa State Police Officers Association, Kiwanis, National Conference of State Legislators, National Drug Abuse Resistance Education Officers Association, and President of the Young Men's Christian Association Board of Directors.
Bell ran for re-election to the 41st District seat against Gabriel Swersie (R). Bell had no opposition in the Democratic primary. Bell passed away June 7, 2010, thus Democrat Dan Kelley will take his place on the November ballot.
