Leon ran in a special election for California State Assembly District 52. The seat was vacant following Norma Torres's (D) election to the California State Senate on May 14, 2013. He faced eight others in a blanket primary, which took place on July 23. As no candidate received more than fifty percent of the votes the top two vote-getters - Freddie Rodriguez (D) and Paul Leon (I) - met in a runoff election on September 24, which Rodriguez won.[3][1][4][5][6]

Leon ran in a special election for California State Senate District 32. The seat was vacant following Gloria Negrete McLeod's (D) election to the 35th Congressional District of California on November 6, 2012. Leon faced Paul Vincent Avila (D), Kenny Coble (R), Norma Torres (D), Joanne Gilbert (D) and Larry Walker (D) in the special election on March 12, 2013.
