|“||Shall the Charter of the City of Pepper Pike be amended by adopting Article III The Council, Section 8 Zoning Ordinances and amending Article VIII Initiative, Referendum and Recall, Section 1 Initiative and Referendum, so as to permit Council to amend the Zoning Code only upon the affirmative vote of five (5) members of council after a public hearing is held thereon, to prohibit amendments of the zoning code from being enacted as emergency measures, and to eliminate a mandatory approval of the electors of the City when the text of the Zoning Code is amended or changed, except that a mandatory approval of the electors shall be required for any Zoning Code amendment which lessens the use, height, or area restrictions to which a zoning district is subject under the Zoning Code or which amends the Zone Map of the City of Pepper Pike?||”|
