Cooke is a retired two-star general in the U.S. Army Reserve. His father worked for Pan American Airlines and Cooke grew up in New Jersey, Florida, Thailand and Germany, where he graduated from Frankfurt American High School in 1967. He earned both a bachelor's and master's degree from the University of Utah, where he earned a commission in the Army through the school's ROTC program.
In 2005, Cooke became the Commanding General of the U.S. Army 96th Regional Readiness Command, overseeing 10,000 soldiers and civilians and four years later he was awarded the Army Community of Excellence Award for the best managed command in the U.S. Army Reserve in 2009.
Throughout the course of his career, Cooke has owned real estate, construction and property management companies.

Cooke was the Democratic candidate for Governor of Utah in 2012. He ran on a ticket with Vince Rampton. Together, they faced three other sets of candidates in the general election on November 6th: incumbent Republicans Gary Herbert & Greg Bell, Libertarians Ken Larsen & Rob Latham and Constitution Party candidate Kirk Pearson & Tim Alders.

Cook and his wife, Heather, have five children, four of whom are teenagers living at home. He is an active member of the Mormon church.
