Portsmouth City Manager Question (November 2011)

This measure sought to change the city form of government, changing it to a city manager form. Currently there is an elected mayor, but since this measure was approved the city council will hire a manager who would be the chief executive officer for the city. The mayor position will still be in place in name only, the head of the council would be the new 'mayor'. Some city officials noted that with two mayoral recalls in the past ten years, there needs to be a change in the city government structure. Opponents though noted that the mayor who is elected would have a stronger investment in the community than a manager who just gets hired to run the city.
