R.J. Palmer (b. December 15, 1970) is a Democratic member of the Kentucky State Senate, representing District 28 and serving as State Senate Minority Leader. He was first elected to the chamber in 2000. He served in the Kentucky House of Representatives from 1999 to 2001.

Palmer earned his B.A. from Transylvania University and his M.B.A. from Eastern Kentucky University. His professional experience includes working as an Account Representative for Central Kentucky Corrugated Specialists and as Vice President of Central Bank, Winchester.

Palmer is considering running for Kentucky's 6th congressional district. He told Pure Politics, "I’m interested in keeping my options open. Whether it’s the right time, that’s something my family and I need to decide."[1]

Palmer defeated Republican candidate Ralph Alvarado by a margin of 18,876 to 16,940 in the November 2 general election. [2]
