Biography
Young has worked for the Arkansas Natural Resources Commission since 1971 when he was hired as an entry-level Water Resources Engineer. In 1985 he was appointed as Chief Executive and has held that position under four different governors.

Young was appointed Arkansas Executive Director of Natural Resources Commission on May 30, 1985.[2]
Deputy Director, Natural Resources Commission
Young has spent his entire career at the Arkansas Natural Resources Commission. Before becoming executive director, Young was a deputy director and chief engineer. He has also worked for the commission as a water resources engineer.
NASCA (1999-2000)
Young was president of the National Association of State Conservation Agencies from 1999 to 2000, and has served as chairman and secretary-treasurer of the Interstate Council on Water Policy.[3]
He also serves on the Arkansas-Oklahoma Arkansas River Compact, Arkansas Pollution Control & Ecology and Arkansas Water Well Construction Commissions.[3]
