Ray Haynes is a Republican politican from California. Haynes received his law degree from USC Law School in 1980 and was admitted to the California State Bar that same year. He was elected to the California Senate from District 36. While in the Senate, he served as the Republican Whip. Haynes also served as a member of the California Assembly from District 66 in western Riverside and northern San Diego counties. He was term-limited out in 2006.

In 2000, Haynes served as the National Chairman of the American Legislative Exchange Council (ALEC), a national bipartisan organization of over 2500 state legislators.

Haynes has endorsed the California Presidential Electoral College Reform Initiative.

On November 7, 2007, Haynes announced that he had filed a complaint with the FEC, accusing Californians for Fair Election Reform (CFER), its donors and the Hillary Clinton campaign of using donations to CFER to get around federal campaign finance limits, saying--in essence--that donations to CFER were actually donations to the Clinton campaign.[1]
