Redistricting
Redistricting is the process of re-drawing Congressional and state legislative districts using updated census figures. Every 10 years, the census is conducted which results in each of the 50 states taking up the process of creating new maps to accurately reflect the updated population levels.
2010 Census
All 50 states officially received census data by April 1, 2011, which triggered the redistricting process.
Redistricting on the ballot
Redistricting measures have appeared on the ballot in several states with the purpose of establishing or amending existing independent commissions in charge of the redistricting process. An estimated 31 redistricting measures have appeared on ballots from 1930-2010. Some of those measures include:

Attempts to refer such questions to voters have occurred in at least 14 states: Arizona, Arkansas, California, Florida, Maine, Missouri, North Dakota, Ohio, Oklahoma, Oregon, Vermont, Washington and Wyoming.
