Garcia served on the Hialeah City Council from 1997 to 2001, when he was elected to the Florida House of Representatives. He served as a state representative until 2008. Garcia is Vice President of Community Relations for Dade Medical College. He attended Florida International University for his B.S., and received his M.B.A. from the University of Miami.

Garcia won re-election in the 2012 election for Florida State Senate District 38. Garica ran unopposed in the Republican primary on August 14, 2012, and was unchallenged in the general election which took place on November 6, 2012.[1][2]

Garcia did not have any opposition in the August 24 primary. He defeated Alexis Dominguez (write-in) in the November 2 general election.[3]
