Rhoads is a retired elementary teacher in the North Harrison Community School Corporation. She served on the Harrison County Council from 2000 to 2008, spending 2005 and 2006 as vice chairman. She holds an M.S. in Education from Indiana University and a B.S. from Indiana State University.

Rhoads won re-election in the 2012 election for Indiana House of Representatives District 70. Rhoads ran unopposed in the May 8 Republican primary and defeated Terry L. Miller (D) in the general election, which took place on November 6, 2012.[1][2]
2010
Rhoads defeated Democratic incumbent Paul Robertson by a margin of 14,091 to 11,946. [3] The general election took place on November 2, 2010.
In the May 4th primary, Rhoads defeated Brett Loyd by a margin of 3,801 to 2,244. [4]
