Richard Browning (b. November 14, 1952) is a former Democratic member of the West Virginia State Senate, representing District 9 from 2008 to 2012. Browning served in the West Virginia House of Delegates twice. His first term lasted from 1988 to 1996, and his second was from 2000 to 2008.

Browning earned his AB from Marshall University in 1974. He went on to receive his MA from West Virginia University in 1984. He then earned his MA from West Virginia University College of Graduate Studies in 1989.

Browning has worked as a teacher at Pineville High School from 1975 to 1992. He then became Assistant Principal at Ocean High School in 1992 and worked in this position until 1997. He has worked as Executive Director for Coalfields Expressing Authority since 1997.[1]
