Browning earned his AB from Marshall University in 1974. He went on to receive his MA from West Virginia University in 1984. He then earned his MA from West Virginia University College of Graduate Studies in 1989.
Browning has worked as a teacher at Pineville High School from 1975 to 1992. He then became Assistant Principal at Ocean High School in 1992 and worked in this position until 1997. He has worked as Executive Director for Coalfields Expressing Authority since 1997.[1]
