Marrs attended the University of Kentucky, receiving a Bachelor's degree in Communications.[2]

Elections for the office of Kentucky House of Representatives will take place in 2014. A primary election took place May 20, 2014. The general election will be held on November 4, 2014. The signature-filing deadline for candidates wishing to run in this election was January 28, 2014. Incumbent Ruth Ann Palumbo was unopposed in the Democratic primary, while Richard Marrs defeated Lavinia Theodoli Spirito in the Republican primary.[1][3]

Marrs ran in the 2012 election for Kentucky House of Representatives District 76. He defeated Lavinia Theodoli Spirito in the Republican primary on May 22, 2012, and was defeated by incumbent Ruth Ann Palumbo (D) in the general election on November 6, 2012.[4][5]
