Marrs attended the University of Kentucky, receiving a Bachelor's degree in Communications.[2]

The signature-filing deadline for candidates wishing to run in this election was January 28, 2014. Incumbent Ruth Ann Palumbo ran unopposed in the Democratic primary, while Richard Marrs defeated Lavinia Theodoli Spirito in the Republican primary. Palumbo defeated Marrs in the general election.[1][3][4]

Marrs ran in the 2012 election for Kentucky House of Representatives District 76. He defeated Lavinia Theodoli Spirito in the Republican primary on May 22, 2012, and was defeated by incumbent Ruth Ann Palumbo (D) in the general election on November 6, 2012.[5][6]
