Brown is an attorney and retired police officer. Since 1988, Brown has owned his own law practice, Robert C. Brown, Esq. Before becoming an attorney, he was a police officer with the Old Bridge Police Department from 1975-1988. Brown was shot in the line of duty in 1981, and now, under new legislation, is considered a "wounded" police officer.
Brown received his Bachelor of Science at Kean University in 1984, and then went on to graduate from Seton Hall University Law School in 1988.

Brown was defeated in the 2011 election for New Jersey Senate District 12. Brown ran unopposed in the primary on June 7, 2011. Republican incumbent Jennifer Beck (R) did not run for re-election. Brown was defeated by Samuel Thompson in the general election which took place on November 8, 2011.
