Flaherty earned his BA from Providence College in 1970. He went on to receive his MPA from the University of Rhode Island in 1975. He then earned his JD from Suffolk University in 1979.

2010
Flaherty won re-election to the 23rd District Seat in 2010. He was unopposed in the September 14 Democratic primary election and defeated independent Timothy Howe in the general election on November 2, 2010.[2][3]
