Horne was Vice President of College Relations for Valley City State University. He then worked as Director for North Dakota Parks & Recreation Department. He has also worked as Manager for Minot Office Verendrye Electric Co-operative.
Horne earned his BS from Valley City State University. He went on to receive his MA from the University of North Dakota. He then earned his PhD from the University of Montana.
