Haire received his Bachelor of Arts degree in History and law degree from the University of North Carolina-Chapel Hill in 1961 and 1965, respectively. He served as a captain in the United States Air Force from 1962 to 1965. He is an attorney. Haire and his wife, Constance, have three children: Tate, Scott and Phillip; and one stepchild, Anne Collins.
