Issues
Pension reform
In an interview published in the Montana Policy Institute's Pig Book (2012), Arthun said, "I think that we need to go down a different road and install a cash-balance plan or some facsimile that will work in Montana for new hires and others who would like to participate." As for adjusting current retirees' benefits, he stated, "I am of the opinion that it will be hard to change current retirees’ plans but that everyone else must be at the table and willing to accept some reductions. The current plans will not survive the way that they are structured. We definitely need a change in direction if there is to be any plan left for anyone."[1]
At the August 8, 2012, meeting of the State Administration and Veterans' Affairs Interim Committee, Arthun raised the possibility of switching Montana's pension plans to a cash benefit plan which would guarantee employees a return of 5 percent and allow them to take their money with them upon retirement.
