Grooms is a pharmacist by trade and currently works in pharmaceutical licensure for the state of Indiana. He owned and operated Hanger Drug Company from 1968 to 2006. Grooms has also served extensively on the Jeffersonville City Council, most recently from 2000 to the present; he also served from 1984 to 1992. Currently, Grooms is president of the Jeffersonville Parks Authority.
He received his B.S. in Pharmacy from Butler University in 1967. He and his wife Beverly have five children.

Grooms defeated Democratic candidate Charles Freiberger by a margin of 21,019 to 18,965 in the November 2 general election. Democratic incumbent Connie Sipes did not run for re-election.
