Buxton earned his AS from Harrisburg Area Community College in 1971. His professional experience includes his work as Department Director of Community Development for the City of Harrisburg from 1985 to 1992.
Buxton served as Susquehanna Township Commissioner from 1971 to 1975. He then served as President of the Board of Commissioners from 1978 to 1979.

Buxton won re-election to the 103rd District Seat in 2010. He defeated Karl Singleton and Brooks Mountcastle in the primary election, receiving 2,894 votes while Singleton and Mountcastle received 2,394 and 880 votes respectively. Buxton was unchallenged in the general election which took place on November 2, 2010.[1]
