Rice is a two-term Newark city councilman and has a law degree from Seton Hall.[2]

According to his website, Rice's campaign platform included the following issues[3]
- Pass the Emergency Jobs to Restore the American Dream Act and the 21st Century Full Employment and Training Act
- Pass legislation to redress the U.S. Supreme Court's Citizens United decision
- Support school choice and homeschooling initiatives
Elections
2012
Rice ran in the 2012 election for the U.S. House, representing New Jersey's 10th District. He lost to Donald Payne Jr. in the June 5 Democratic primary.[1]
Rice has said that voters shouldn't elect Payne Jr. just because his father previously held the seat. Rice called for the election to be "a referendum on taking our party back."[2][4]
