Kouchi was temporarily appointed by Gov. Linda Lingle on September 7, 2010 to fill the District 7 (Kauai) Senate seat of Gary Hooser. [1] Hooser unsuccessfully ran for lieutenant governor. [2]

Kouchi won re-election in the 2012 election for Hawaii State Senate District 8. Kouchi ran unopposed in the August 11 Democratic primary and defeated William Georgi (R) in the general election which took place on November 6, 2012.[4][5][6]
