Biography
Rice graduated with an A.S. in Police Science from Essex County College. He graduated with a B.S. in Administration and Planning from John Jay College of Criminal Justice. Rice obtained his M.A. in Criminal Justice from Rutgers University. He also attended Rutgers School of Law. Rice has worked as a police officer, college instructor and a manager at Public Service Gas and Electric Company. He was a Sergeant in the United States Marine Corps from 1966-1970. [2]
