Richard earned his MA from Southwest Missouri State University and BA from Missouri Southern State College. He has been a Partner with A&R Development, and worked for the C&R Development Corporation and the C&N Bowl Corporation.
He served as Mayor of the City of Joplin from 1994-1997, and on the Joplin City Council from 1990-1994.
Richard is on the Board of Directors of Bowling Incorporated and the Missouri Southern State College Foundation. He is Chair of Joplin 353 Downtown Development Corporation and the Joplin Redevelopment Corporation, Incorporated, and a member of the Farm Bureau, Joplin Chamber of Commerce, Joplin Elks Lodge, Kiwanis, and the Knights of Columbus.

Issues
Right-to-work
On February 11, 2013, Richard indicated that he wanted the Senate to pass two labor-related bills, one a modification to the state's prevailing wage law and the other a ban of the use of a member's union dues for political purposes with that member's permission, before taking up the proposed right-to-work legislation. He suggested that it would be difficult to pass right-to-work in the Missouri State Senate. Speaker Timothy Jones had recently reversed his previous position and said he wanted the House to consider the right-to-work legislation even without the passage of the other two bills and identified right-to-work as a priority for the House.[1]
