Swanger attended Thompson Institute from 1963 to 1964. She then attended Lebanon Valley College from 1981 to 1983.
Swanger worked as Clerk for the Mayor's Office of the City of Lebanon from 1966 to 1972. She then worked as Assistant City Clerk for the City of Lebanon from 1972 to 1974. She continued her work for the City of Lebanon as City Clerk from 1974 to 1984.
Swanger served as Commissioner for the County of Lebanon from 1984 to 2004. She then joined the Pennsylvania House of Representatives in 2007. She has served in that position since, representing the 102nd District.
