Rossmoor Incorporation and Utility Tax, Measure U was a series of three different questions appearing on the November 4, 2008 ballot in Orange County, California, for voters in the region that includes the proposed City of Rossmoor.[1]
Voters were asked to consider three separate questions. The third question is about whether there shall be a utility users tax of 9% to fund general services in the proposed city of Rossmoor.
Each question was defeated.
First question, U-A:
Shall the Order adopted on May 22, 2008, by the Local Agency Formation Commission, ordering the incorporation of the territory described and designated in the Order as the City of Rossmoor be confirmed subject to the terms and conditions specified in the Order, including a utility users tax as described in the Order?
Defeated with 28.3% of the vote.
Second question, U-B:
Shall the Rossmoor City Council levy and collect a utility users tax on electricity, natural gas and water of 7% to fund general City services, including, but not limited to, police, street maintenance, senior citizen, library and parks and recreation services as described in the Order adopted on May 22, 2008 by the Local Agency Formation Commission?
Defeated with 29.4% of the vote.
Third question, U-C:
Shall the Rossmoor City Council levy and collect a utility users tax on electricity, natural gas and water of 9% to fund general City services, including, but not limited to, police, street maintenance, senior citizen, library and parks and recreation services as described in the Order adopted on May 22, 2008 by the Local Agency Formation Commission? [2]
Defeated with 20.1% of the vote.
