Salem School District Referendum (2009)

On April 28, 2009 the district once again placed a measure on the ballot. This time they sought $1,160,000 a year to use to prevent cuts to services. The April measure was also defeated.
These measures are similar to two that the school board placed on the ballot in 2008: in September a measure sought to exceed revenue limits by $1,160,000 per year indefinitely (see Salem Exceed Revenue Limit (2008)), and in June there was a measure to exceed revenue limits by $1,595,000 (see Salem Four Year Exceed Revenue Limits Referendum (2008)). Both of those measures failed.
Status
The measure was narrowly defeated in February, with 654 "yes" votes and 694 "no" votes. A slightly modified version was voted on on April 28, 2009. The April measure was soundly defeated, with 746 "yes" votes and 1,257 "no" votes. [1] [2]

Tax impact
The tax impact if the April version of this bond is passed would be an additional $254 on a home assessed at $200,000 per year. [3]
Wording of referendum
BE IT RESOLVED by the School Board of the Salem School District, Kenosha County, Wisconsin, that the revenues included in the School District budget beginning with the 2009-2010 school year and ending with the 2011-2012 school year be authorized to exceed the revenue limit specified in Section 121.91, Wisconsin Statutes, by $1,160,000 a year, for non-recurring purposes which would prevent further cuts to student’s educational opportunities and prevent an increase in class sizes. Exceeding the revenue limits would result in an increase of $276 to the annual property tax bill for the owner of a home assessed at $200,000. [4]
