A San Clemente Pacific Golf Club Residential Development, Measure C ballot measure was on the February 5, 2008 ballot in Orange County, California, for voters in the San Clemente Golf Club Residential Development.

Measure C was defeated.

Measure C was put on the ballot via the collection of signatures on a petition in a local veto referendum process by a group that wanted to rescind an action taken by the San Clemente City Council in June 2007. That action allowed 9 of the 27 golf holes at the Pacific Golf Club to be converted to a "Residential Medium Low" zoning designation in order to allow 224 homes to be erected.

A "yes" vote was in favor of the city council's action. A "no" vote was in opposition.

Language and background

The language on the ballot said, "A measure to affirm or rescind the City Council's June 2007 General Plan Amendment, Specific Plan Amendment and other land use actions to allow a portion of the Pacific Golf Club to be converted to Residential Medium Low designation."

The Pacific Golf Club is a 27-hole private membership golf club situated on 248 acres of land north of Avenida La Pata and east of Avenida Pico in the City of San Clemente. The Pacific Golf Club property is designated for Open Space Golf Course uses in the City’s General Plan and as Open Space, Private in the Rancho San Clemente Specific Plan.

In June 2007, the San Clemente City Council approved a General Plan Amendment, Specific Plan Amendment, and other land use actions that allow 9 of the 27 holes at the Pacific Golf Club, comprising some 51 acres, to be converted to a Residential Medium Low (RML) designation and developed with 224 homes.
