A San Juan Capistrano Open Space Initiative, Measure X was on the November 4, 2008 ballot in Orange County, California, for voters in the City of San Juan Capistrano.[1]

Since the measure passed, voters in the city will have the right to vote on amendments to the land use approvals that change the permitted uses of open space lands to non-open space lands.

The question voters were asked to consider is, "Shall the voters of the City of San Juan Capistrano adopt an ordinance adding section 9-2.104 to the Municipal Code requiring that any pending or future proposed General Plan designation change for any land presently designated as "Open Space" in the City's General Plan to another allowable use shall not become legally effective unless the proposed General Plan change is approved by the city electorate at a special or general city election?"[2]

Measure X was approved with 78.9% of the vote.
