Pappas attended the University of Minnesota from 1967 to 1969. She went on to receive her BA from Metropolitan State University in 1986. She then earned her Masters in Public Administration from the John F. Kennedy School of Government at Harvard University in 1994.
Pappas has worked in the following positions: Communications Specialist for West 7th Communications Center, Employee for Noble Birth Resource Center and Retail Store, College Instructor at Metropolitan State University, and Arts Organizer for the Community Programs in the Arts. She has worked as Community Faculty at Metropolitan State University since 1994.
Pappas served in the Minnesota State House of Representatives from 1986 to 1991. In 1997, she was a candidate for the Mayor of Saint Paul election. She joined the Minnesota State Senate in 1990 and has served in that position since. From 2003 to 2004, she was Senate President Pro Tem. She represents the 65th district.

Pappas won re-election in the 2012 election for Minnesota State Senate District 65. She defeated Marcus Walker in the Democratic primary on August 14 and defeated Rick Krashnia (R) in the general election on November 6.[1][2]

Pappas won re-election to the 65th District Seat in 2010. She had no primary opposition. Rick Karschnia ran for the seat on the Republican ticket and Amy Smith ran for the Independence Party. The general election took place on November 2, 2010.
