Santa Clara Stadium for the 49ers, 2010

A City of Santa Clara Stadium for the 49ers ballot measure will be on a 2010 ballot in Santa Clara County for voters in the City of Santa Clara.[1]
The plan voters will weigh in on involves spending $937 million to build a stadium in Santa Clara to house the San Francisco 49ers.[2] The proposed stadium would seat 68,500, and is topped with solar panels.[3]
Proposal details
According to a "terms sheet" released by the city, a stadium deal between the 49ers and the City of Santa Clara would have these features:
- The City of Santa Clara will put in $42 million directly. [4]
- The city will move an electrical substation closer to the site of the stadium for another $20 million.[5]
- The city will give Great America $17 million worth of parking spaces.
- A new hotel tax will add $35 million.
- A public stadium authority will be created and it will sell $330 million worth of construction bonds. This will be repaid by the sale of naming rights, personal seat licenses (here called "Stadium Builders Licenses"), and a ticket surcharge.
- The public stadium authority will pay for the stadium's operating costs and the team will pay rent to the authority to offset those operating costs.
- The 49ers and the NFL will pay the remaining $493 million. The team will also have to pay for any cost overruns.
Although the 49ers/NFL will have to pay for cost overruns, according to Neil deMause, an NFL stadium expert, the agreement the city proposes does not address what will happen under these circumstances:
- Revenue shortfalls. Revenue shortfalls could occur if, for instance, the naming rights to the stadium sell for less than anticipated in the proposal.
- Will there be additional public infrastructure costs?
- Will the team get any tax breaks?
- "What penalties will the team be subject to if it tries to break its lease early and move, to avoid the kind of mid-lease shakedowns we've seen in other cities?"[4]
Environmental impact
An environmental impact report was released for the project in mid-November 2009. The report indicated:
- The Bay Area Air Quality Management District expressed concerns about greenhouse gasses and dust emitted during construction.
- The Santa Clara County Water District is concerned about the impact on bridges and levees, and wants more information.
- Residents in the area near the proposed stadium fear "the value of their homes will plummet."[6]
- "Just about every agency within earshot of Santa Clara City Hall said they were concerned about traffic, traffic and more traffic."[6]
Opinion polling
58% of respondents in a poll conducted between June 2-June 9, 2009, by the San Jose Business Journal said they approve of the stadium deal as currently proposed by the Santa Clara City Council and the San Francisco 49ers football franchise. 31% of those polled opposed the idea.[7]
