This measure sought to issue a bond in the amount of $16 million in order to help pay for school facility improvements, equipment upgrades and new equipment as needed in the district as needed.[2]

Text of measure

The question on the ballot:

For the purpose of acquiring, constructing, improving, furnishing and equipping school sites, buildings and related infrastructure, including constructing, furnishing and equipping a new elementary school on district owned property on North Lacey Street, shall the Board of Education of the Reorganized School District R-II of Cape Girardeau County, Missouri borrow money in the amount of $16,000,000 and issue general obligation bonds for the payment thereof? If this proposition is approved, the adjusted debt service levy of the school district is estimated to remain unchanged from the current debt service levy of $0.3396 per one hundred dollars assessed valuation of real and personal property.[3]
