Hutchinson earned his BS in Economics from the University of Pennsylvania Wharton School of Finance in 1983. He then worked as Chief Deputy County Treasurer for Venango County from 1984 to 1992.
Hutchinson served as Vice President of the Oil City Area School Board from 1985 to 1992. He then joined the Pennsylvania House of Representatives in 1993. He has served in that position since, representing the 64th District.
