On his 2012 campaign website, Stipe outlined his policy platform and campaign themes. The following are selections from his platform:
- Government Is Too Big Corporations Are Too Big: "The Occupy Wall Street movement is correct in saying that corporations receive special treatment. The corporations give millions of dollars to politicians who in return pass laws and regulations that favor the rich. More regulations mean more government and so the Tea Party movement is also correct. Half of government needs to be cut just to keep spending and revenues equal. Small and medium sized businesses are hurt again by the regulations which are written by, and for the big guys. I see this every day in my own business. There is no problem with "capitalism" when there is a level playing field. "Too Big To Fail" is actually a result of "corporatism." Capitalism without failure is like religion without hell."
- It's Your Money, You Keep It No More IRS, End The Fed: "A smaller federal government will decrease the tax burden of all Americans. Eliminating income taxes will mean a whole lot more in your paycheck. Eliminating business and corporate taxes will lower the price of goods and services by 27%. Currently the tax is built into the price, but without it an item that now cost a dollar, will cost 83 cents. I am a supporter of the Fair Tax. www.fairtax.org This is a 23% consumption tax on new goods only. To ensure no American pays federal taxes on spending up to the poverty level, every American will receive a prebate of $200 per month. It is a transparent tax and will eliminate the IRS. It will give products "Made in the USA" an advantage in the world markets and put them on equal footing with imports. There will no longer be a need for tariffs and trade wars. The Federal Reserve must be eliminated. It is not a federal agency anymore than Federal Express. It is a small group of mega banks that have been handed the keys to Fort Knox. TARP and the American Recovery Act were paid for by the US Treasury printing the money, giving it to the Fed and loaned back to us with interest. They are also the largest holder of US debt, surpassing China."
- Strong National Defense Not The World's Police: "The United States has the best men and women serving in the world's best military. It is time that their valued service is used to protect the United States and not the interest of big corporations around the world. We have over 900 bases in 130 countries around the world. Not only is that financially unsustainable, but morally misguided. You can support the troops, have a strong national defense and stop being the policemen of the world. The US accounts for 47% of military spending worldwide. That is more than the next 17 largest militaries in the world and 12 of them are close allies. To put that in perspective, we are only 5% of the world's population and 20% of the world's GDP. The Congress is the only body of government that can declare war. The last time we did so was WWII. Everything since has been a military action started by presidents of both parties. The Congress is then put on the spot to continue funding to avoid looking like they are against the troops. I will fight to make sure that our brave men and women are respected and supported while they are deployed and after their service has ended."
Stripe lost to incumbent Marcy Kaptur. Stipe ran in the 2012 election for the U.S. House, representing Ohio's 9th District. The signature filing deadline for candidates wishing to run was December 7, 2011. Stipe ran unopposed in the March 6, 2012 primary.
The Washington Post listed the House of Representatives elections in Ohio in 2012 as one of the states that could determine whether Democrats retake the House or Republican holds its majority in 2013. Ohio tied with Pennsylvania for 9th on the list.
