Grove earned his BA in Public Administration from York College in 2002. He then attended Graduate Work in Political Management at George Washington University.
Grove has worked as a Legislative Assistant for both State Representative Todd Platts and State Representative Stan Saylor. He has also worked for State Representative Keith Gillespie as Chief of Staff.
In 2009, Grove joined the Pennsylvania House of Representatives. He has served in that position since, representing the 196th District.

Grove ran in the 2012 election for Pennsylvania House District 196. Grove defeated Dan Bradley in the Republican primary on April 24 and was unchallenged in the general election which took place on November 6, 2012.[2][3]

Grove won re-election to the 196th District Seat in 2010. He defeated Dan Bradley in the primary election, receiving 5,265 votes while Bradley received 2,038. Grove defeated Democrat Curtis Kann and Libertarian William Kohler in the general election on November 2, 2010.[4]
