McMillan is a receptionist and assistant for her son James's law practice. From 1997 to 2004, she was a tax preparer for H&R Block and from 1982 to 1997 she worked for M.L. Guenther Associates. McMillan graduated from Mount Baker Secondary School and attended East Kootenay Community College. She and her husband, Kenneth, reside in Silverton, ID.

McMillan won re-election in District 7A. She won the primary on May 15, defeating Ed Galloway and Rex Rammell. No candidates filed to run in the Democratic primary. Democrat Andrea Davidson gained general ballot status through a write-in campaign, but withdrew on July 2, 2012; Casey Drews was named as her replacement on the ballot. McMillan defeated Drews in the general election on November 6, 2012.[1][2][3]
